Transfield Tunnelling will construct the tunnel sections of the project and told T&TI that an order will be placed within the next two to three months for a TBM . A spokesman for Transfield said, "Although not 100% sure of the manufacturer at this stage, we’re looking at using a slurry machine."

Transfield Tunnelling General Manager Peter Kessler said, "Transfield and China Harbour have worked well together over the past 12 months in securing this contract. The JV is looking forward to working with the DSD and their consultant Binnie Black & Veatch HK Ltd. to deliver a successful project."
