TfL starts market engagement for Elephant & Castle upgrade tunnelling

Transport for London (TfL) has started the tender process for tunnelling works on the Elephant & Castle station upgrade with a pre-procurement market engagement event on May 27.

A market sounding questionnaire (MSQ) has also been published.

Stage 1, the early enabling and civils construction, includes the construction of new connecting passenger tunnels between the station box and the existing Northern Line platforms, including the associated enabling works; completion of the last remaining civil sections of the station box temporarily omitted to assist the tunnel construction; and some post-tunnelling ancillary mechanical, electrical and plumbing engineering (MEP) works to reinstate assets in the existing station.

The tunnelling works will be supported through the delivery of a pre-tunnelling ancillary MEP works package.

Expressions of interest must be received by 12 noon on May 20.

The periodic indicative notice (PIN) published on gov.uk is not a call for competition and is not published with the intention of reducing any time limits for the receipt of tenders.

The contract notice is expected to be published on January 23, 2023. The estimated contract dates are January 1, 2024 to September 30, 2028.

Stage 2 will cover the station fit-out.

The Elephant & Castle station upgrade is a key element of the London mayor’s 2018 Transport Strategy to deliver step-free access and capacity improvement across the London Underground network.
