Site C project announces preferred proponent for civil works

Canada - BC Hydro announced December 21 it selected the Aecon (30 per cent), Dragados Canada (27.5 per cent), Flatiron Constructors Canada (27.5 per cent), and EBC (15 per cent) partnership as the preferred proponent to move to the next procurement phase for the Site C generating station and spillways civil works contract in northeast British Columbia.

BC Hydro said it will work with the preferred proponent to come to terms on a final contract for the GSS civil works. Should a final contract be reached, BC Hydro will take the contract award decision to BC Hydro’s Board of Directors. At the conclusion of this process, BC Hydro will award the contract to the preferred proponent.

Full contract award is expected to take place in early 2018. The GSS civil works is the second largest contract that will be awarded for Site C, and it includes the delivery of civil works associated with the powerhouse, penstocks, spillways and power intakes for the dam. The proposal by AFDE Partnership is within the revised cost estimate established by BC Hydro of CAD 10.7bn (USD 8.53bn).

Work on the main civil works contract, awarded to Peace River Hydro Partners, a partnership between Acciona Infrastructure Canada Inc. and Samsung C&T Canada Ltd is underway. The main civil works contract is valued at approximately CAD 1.75bn and includes an earthfill dam, two diversion tunnels, and the concrete foundation for 
the generating station, spillways and dam buttress.
