South Korean contractor Daewoo Engineering and Construction in association with Singapore’s SembCorp Engineers and Contractors has won a US$139M design and build contract for a 1.64km long tunnel as part of the 12km Kallang-Paya Lebar Expressway.

This is the both the second contract to be won by SembCorp and the second to be awarded on the expressway project. In November last year, SembCorp was awarded a US$129M deal by the Land Transport Authority to build the 1.5km East Coast Parkway-Nicoll Highway section of the expressway.

The latest contract to Daewoo-SembCorp calls for the construction of the section between the Nicoll Highway and the Pan Island Expressway. The tunnel will be built under the Nicoll Highway, Mountbatten Road, Geylang Road and a mass rapid transit train viaduct near Sims Avenue and the contract includes ventilation systems and two interchanges.

Meanwhile, South Korean contractor Samsung Corporation emerged as the lowest bidder for the third contract, the portion from the Pan Island Expressway to Ubi Road after submitting two bids. The first was a conforming bid priced at US$175M, while the second was a lower alternative costed at US$170.2M.

About 9km of the 12km Kallang-Paya Lebar highway will be built in tunnel, mostly using cut-and-cover techniques, making it one of the longest road tunnels in south-east Asia.

Tunnelling, which is expected to start early this year with completion in 2006, has been split into six contract packages.
